Course Goals The Course Context: The abolition of the borders within European Union, and the application of free movement of persons, services and goods caused cross-border crimes against the financial integrity of the EU to increase. This outcome created a need for a new structure aiming at the harmony of the Member States through Schengen Agreement and the Convention Implementing the Schengen Agreement and institutions such as Eurojust were established within this scope. Article 280 of the Amsterdam Treaty envisages effective protection measures in the Union and Member States in order to fight against any illegal activity which endanger the financial interests of the EU. Within this context, a corpus juris, focusing on corruption in the EU budget and tender, bribery, misfeasance, disclosing official secrets, money laundering, purchasing and hiding the criminal items and organized crime was drafted and published in 1997. Since 2002, the concept of the European Public Prosecutor has been a topic of work. The Public Prosecutor was inserted by the Treaty of Lisbon within Eurojust related to cross-border crimes in the European Union. The European Parliament initiated the legal process to activate the Public Prosecutor. The above-mentioned crimes and international legal assistance on fighting against those crimes are going to be studied in this course.

PO-77. Contributing the law theory and practice to be developed by writing at least a scientific article in national or international refereed journal specialized on law or producing an original work;
PO-88. Developing new ideas and methods by using high-level mental processes such as creative and critical thinking, resolving a dispute and making a decision in the field of Public Law and its subdisciplines;
PO-99. Defending original ideas relating Public Law and its subdisciplines to experts on those subjects in a discussion and communicating effectively to show the own proficiency.
