Program Objectives

Law can be defined as the set of the rules of social order imposed by sanctions. The aim of the field of law is to enable the students of law to recognize the rules of law in a certain period and society by taking into account the universal principles and practices of law, to establish relations between different legal systems and rules and to analyze these relations within the context of judicial decisions and legal practices to solve the legal problems encountered in practice. In this context, the law student who reaches the required professional background, knowledge and proficiency level is expected to create the legal rules and interpret the existing legal rules and reflect them to the practice, and to perform the functions of the social relations and the resolution of the conflicts.

İKÜ Faculty of Law aims to raise qualified lawyers who are open to national and international competition, aware of national interests and assimilated the universal principles of law; and prepares the curricula in accordance with this purpose and updates in line with the needs. Every transformation, change and development regarding humans, therefore the science of law, national and international, is in the center of our approach to education. Therefore, new elective courses, of which our Faculty is at the fore, are added to our curriculum constantly. Some examples to such courses that are provided firstly and only by the Faculty of Law are Digital Criminal Procedure Law, Futurism and Law, Law and Semiotics, Societal Memory and Law, Government Relations and Cinema, Court of Cassation Practices in Criminal Law, Basic Concepts of German Public Law, German Legal Organisation, and German Criminal Law.  

Our faculty, which started education in 1999-2000 academic year and gave its first graduates in a 2002-2003 academic year, has the distinction of being the first faculty of law among the foundation universities, which was given the authority to conduct a PhD programme in 2003 by council of higher education. At the Faculty of Law, our students receive legal education and training, taking advantage of the academic and professional knowledge of many qualified faculty members. Our students have the opportunity to have “one-on-one” education with faculty members. Our esteemed and well known faculty members, who are well-known at the national and international level, guide the students to develop their professional ethics, knowledge, and skills as well-developed jurists. In addition, various scholarships are offered to our successful and inquisitive students. One of the most important goals of our faculty is to raise jurists who are well-educated, investigative, questioning, self-confident and obtaining successes in international fields which will be needed in the near future by Türkiye.

Objectives

From the time of its establishment to the present day, our faculty has aimed to provide a highly qualified, versatile legal education that responds to the requirements of the age. In order to achieve this main goal, İKÜ Faculty of Law continues its education and training activities in line with the principles and ideas of human rights, secularism, individual rights and freedoms, parliamentary democracy, freedom of thought and expression, social rights, and the rule of law or the rule of law that embraces all these values in line with the Great Leader Atatürk's goal of reaching contemporary western civilization. To put this issue in another way, an Atatürk contemporary legal education that changes the destiny of a country and a nation so much, directs it from the past to the future and brings it from darkness to light, constitutes the essence of the education policy of our faculty.

When it comes to legal education, it should not be understood that only legal legislation, laws, statutes and regulations are taught to students. Beyond this style of education, our aim is to raise young lawyers who are far from rote memorization, who can weigh legal problems on the scales of reason and conscience, who have the ability of contemporary interpretation, who can correctly and decisively evaluate and balance conflicting interests, who prioritize human rights, who observe the rule of law, and who can protect the powerless against the powerful.

Learning Outcomes

İKÜ Faculty of Law has one of the strongest academic staff in Turkey, even in comparison to the faculties of law of state universities. Vast majority of the academic staff, each of whom are stars in their respective fields, works full-time. Thus, the Faculty of Law became one of the few faculties that could establish each of the 14 departments. The Honarary President of Court of Cassation, and the Honarary President of the Assembly of Civil Chambers of Court of Cassation are both among full-time academic staff of the Faculty of Law and actively conduct courses.

Since its founding, the Faculty of Law has come a long way. After a long time and great efforts, the Faculty of Law established academic relations with faculties of law from various European countries, including Germany, and Austria; and İKÜ Faculty of Law gained a great reputation from organising both national and international congresses, symposiums, and scientific meetings.

In the source of the background and quality that is provided to our students by the Faculty of Law, which has thus became well-organised with a succesfull past, became a trademark especially with its acadedmic staff and educational quality, and proven its national and international esteem, lies the constant, productive, and effective scientific cooperation our Faculty of Law has with every institution of state working on the legal field, including the judiciary and supreme courts at the forefront. Vast majority of academic staff had undertaken membership and presidential roles at the committees working on Human Rights Action Plan, Turkish Criminal Code, Criminal Procedure Code, Protection of Personal Data Code, Enforcement and Bankruptcy Code, and Tax Procedure Code.

It is seen that our alumni has performed admirably well in the examinations for judge and public prosecutor’s offices as a result of the education given with this background. Thus, numerous alumni are working as judges and public prosecutors. Moreover, when the alumni become attorneys or academicians, they shine out with their knowledge and background, since they can interpret the legal resources more correectly and quickly.

Foreign languages has a significant degree of importance fort he Faculty of Law; therefore, courses on English Legal Terminology, French Legal Terminology, German Legal Terminology, and Italian Legal Terminology are provided to the students, in order fort hem to have a good command of foreign legal terminologies. Additionaly, with German language courses provided free of charge for years, 5 most successful students are sent to Giessen for a month.

Students of the Faculty of Law are also invited to Human Rights Academy Summer Workshops, which has provided a meeting ground for esteemed academics for 22 years. Human Rights Academy Summer Workshops are organised yearly and Supreme Court reporter judges, chamber president and members from Court of Cassation, president of Human Rights Commission of Court of Cassation, numerous academics, and lawyers from Germany, Hungary, Italy, Austria, Croatia, Portugal, France, and Russia, along with presidents of German Court of Cassation and German Council of State, vice president and members of German Constitutional Court have participated. With help of this workshop, where the students also participate, present a caso on human rights before esteemed participants in either English or German, and later publish this presentaiton, the students have the chance to establish contacts with important academics, engage in carreer planning, and gain an important experience of making a presentation in a foreign language.

Our students, who are developed in such an important field, receive a quality education in the Faculty of Law, and graduate, has a widespread information and background to conduct various professions in society. First and foremost are the offices of judge and public prosecutor, attorney, notary, legal consultant, and professions with technical qualities, along with the sectors of public relations (media), banking, insurance, and administrative positions, inspector positions in supervisory boards in public and private sectors, and foreign relationss experts are the fields, where our alumni can work successfully.





Establishment

Istanbul Kültür University was established on 09.07.1997 with the Law No. 4281. TC Istanbul Kültür University, Faculty of Law, was established with the founding deanery of Prof. Dr. Tayfun AKGÜNER. He continued in his position until 2004 and after Prof Dr. Atilla Altop was appointed and continued to serve as Dean until the 2005-2006 academic year. Prof. Dr. İlhan ULUSAN started to work as dean in the 2005-2006 academic year and continued his duty until the end of 2008-2009 academic year. In the academic year, 2009-2010, Prof. Dr. h.c mult. Bahri ÖZTÜRK has been appointed as dean and he is still performing this duty.

Assoc. Prof. Cem AKBIYIK served as a vice-dean between the academic years 2004-2005 and 2007-2008. After him, Assoc. Prof. Hanife ÖZTÜRK was assigned. In addition, In the academic year 2008-2009, Prof.Dr. Dr. Durmuş TEZCAN has been appointed as another vice-dean. In the 2010-2011 academic year, Asst. Prof. Ömer KORKMAZ was appointed as an associate dean in charge of student affairs. In June 2014 Assist. Prof. Pınar Çağla KANDIRALIOĞLU CUYLAN has been assigned as the vice-dean for Student Affairs by taking over this task from the Asst. Prof. Ömer KORKMAZ and currently she is still performing this duty. In November 2013, Asst. Prof. Çiğdem YAZICI TIKTIK was appointed as the vice-dean of the Academic Personnel. Lastly, In March 2016 Asst. Prof. Elif ALTINOK ÇALIŞKAN took over the vice-dean position for Academic Personnel and she is still working in this position. 

 

Our faculty, which started education in the 1999-2000 academic year with 118 undergraduate students, gave its first graduates in a 2002-2003 academic year. In 2003, our faculty has reached the level of doctoral education. 1228 students continue their education in the building of our university's Şirinevler campus.

In 18th September 2008, The Criminal Law Application and Research Center (CEHAMER) established with the Regulation No. 27001 to contribute to the solution of problems related to Criminal Law Sciences with scientific methods in the field of national and international law with an interdisciplinary approach; Türkiye in foreign countries, particularly to help our cooperation facility compliant in the field of Criminal Law Science with European Union countries and to make the teachings and practical work, The Criminal Law Application and Research Center (CEHAMER) operates in the Faculty of Law.

To contribute to the solution of problems related to Criminal Law Sciences with scientific methods in the field of national and international law with an interdisciplinary approach; Türkiye in foreign countries, particularly to help our cooperation facility compliant in the field of Criminal Law Science with European Union countries and to make the teachings and practical work in this context, our university with Regulation No. 27001 of September 18, 2008 was established in refurbishments within the Criminal Law Practice and Research The Center (CEHAMER) operates in the Faculty of Law building. The Directorate of the Center conducted by Prof. Dr. h.c. mult. Bahri Öztürk who is also the Dean of the Faculty of Law. Our faculty is the first Faculty of Law to be authorized by the Council of Higher Education (YÖK) to conduct a doctoral program within the Foundation Universities. According to the results of the research conducted by ehukuk.org in 2013, Istanbul Kültür University Faculty of Law has been ranked among the top 10 public and law faculties in the general rankings. In the same research, Faculty of Law of the Istanbul Kültür University has been elected as the university with the best academic staff within the Foundation universities and continues to maintain its title in this field.





Qualification Awarded


Students who have successfully completed all courses included to four years education plan, having minimum 240 ECTS which consist of 180 ECTS required course and 60 ECTS elective course are granted Bachelor’s Degree in Law field.

Language of education is Turkish and the english preparing class is optional.

Admission and Registration Requirements


200 students are admitted to Faculty of Law according to quota determined for Academic Year 2011- 2012 through Central Placement Examination carried out by Student Selection and Placement Center (ÖSYM). In Central Placement, candidates are placed to Faculty of Law by ÖSYM by taking their Undergraduate Placement Examination (LYS) points, their preference regarding higher education programs, quota and conditions of these programs into consideration. Enrollment of students placed to Faculty of Law is carried out by Department of Student Affairs within the frame of schedule determined by ÖSYM.

Double Major–Minor Programs

There isn’t a double major-minor programs opportunity on the faculty of law.





Internship


Vocational internships vary according to vocational field (attorney, judge, prosecutor) preferred by students following their graduation and there is no internship obligation during education period. 







Graduation Requirements

Students, who complete all the courses within four year education plan successfully, and have 240 ECTS of courses in total, 180 ECTS of compulsory and 60 ECTS of elective courses, are given the bachelor’s degree of Law.





International Cooperations

Istanbul Kültür University Faculty of Law provides the opportunity for our students to gain experience at abroad by making agreements with foreign country universities within the frame of ERASMUS program. Our Faculty continues its activities on international scale by making student and instructor exchange through Erasmus program. As a result of our Erasmus activities which started in year 2004, cooperation is implemented today with some EU universities.

Occupational Profiles Of Graduates


Graduates of IKU Faculty of Law have wide knowledge to perform various professions easily in the society. They find opportunity to work especially in magistracy, prosecution, attorneyship, notary, law consultancy, occupations having technical quality as well as in administration in fields operating in mass communication (media) sector, banks, insurance companies, private sector and public sector, as inspector/ auditor in inspection boards and as external relations specialist on international scale. 






Access to Further Studies


After completing their undergraduate degree, students who pass the examination and provide the necessary criteria, will be able to continue their graduate education ( master and PhD programs) in the Institute of Social Sciences in our University .





Departmental Facilities

Our faculty which ended compulsory preparation class application organizes courses not only to teach English but also other foreign languages as well. For example, since two years, “German Language Courses” have been organized in our faculty by German and Austrian teachers. Our faculty’s optional foreign language teaching programs will continue increasingly. Within our University’s Faculty of Law, Introduction to German Law and German Legal Parlance courses are offered for students of Faculty of Law since the beginning of Academic Year 2007- 2008. General information on German Judicial System, legal issues and education, terminology and basic structures of German Law, meaning and writing of legal texts, legal studies on case studies are handled during these courses. Furthermore, during Introduction to German Law and German Legal Parlance courses organized for instructors, an introduction to various legal disciplines is made within the frame of German Jurisprudence and researches on recent developments are carried out. After giving some general information to attending students, practices are made regarding legal parlance by studying German legal texts.    

Instructors considered as the best of their disciplines from German and Austrian Faculties of Law give lessons in our Faculty’s summer school, undergraduate program, master’s degree program and doctorial programs.

Our students may attend joint seminars that students coming from elite faculties of law of various universities of Türkiye and Germany attend as well and especially Summer Academy organized in İzmir- Çeşme each year in September. Such meetings are also extremely beneficial for people of different nations to understand each other, to reduce or remove existing prejudices and in terms of advertisement of our country.    

Our precious academic members well-known in National and International legal fields guide students to train them as lawyers having higher occupational ethics, knowledge and abilities. Furthermore, various scholarships are granted to our successful and researcher students.
